This was a initiative of Sara Yorke Stevenson, who was at this time the Honorary Curator of Egyptology and Mediterranean Collections at the University of Pennsylvania Museum. Its main purpose was to raise funds for the University to mount its own expeditions to Egypt. A suitable excavator was not found.
